Click the battery icon, click adjust screen brightness, then click change plan settings then change advanced plan settings.... You have the option to change the "battery" power plan and "plugged in" power plan separately. However, even when plugged in the balanced plan wont go any higher than 750MHz. I suggest assigning the balanced mode to "on battery" and the max performance mode when "plugged in" for best performance vs battery life.... Each power plan has settings for "on battery" and "plugged in" it will switch between the two automatically you don't need to create separate plans.
